MoSJE NAPDDR — Rolling EOI for District De-Addiction Centres (DDACs), Revised Gap Districts
Grant / RFP / Tender Details
Description
The Government of India, Department of Social Justice and Empowerment (MoSJE), invited Expressions of Interest-cum-proposals on 4 August 2026 for setting up and operating District De-Addiction Centres (DDACs) under the National Action Plan for Drug Demand Reduction (NAPDDR). The official 11 September 2026 corrigendum modifies the eligible gap-district list to 312 districts; the revised list includes Kendrapara, Odisha. The original official notice explicitly says the e-Anudaan portal shall remain open throughout the year and State/UT recommendations will be considered periodically. There is NO fixed calendar application deadline in the notice. This is a rolling, geographically restricted NGO/implementing-agency grant-in-aid EOI, NOT an unrestricted NGO grant or generic startup seed fund.
Eligibility is narrow: existing MoSJE-supported IRCA, State Government-supported, government hospital or private de-addiction centre operators normally need at least TWO YEARS’ experience operating a de-addiction centre in the same State/UT where they apply. A provision also refers to startups formed by graduates of top social institutes with TWO YEARS’ experience in drug de-addiction treatment; this does not mean any newly incorporated LLP or startup is automatically eligible. The programme requires rent-free premises supplied by the district administration or applicant, minimum facility area standards, and a dedicated PFMS-linked account. The Ministry may modify districts and reserves selection discretion. Funds are subject to approval and released in instalments; the award amount depends on the sanctioned DDAC budget, not a single fixed public grant amount.
The official e-Anudaan portal requires NGO-DARPAN Unique ID and organisation PAN before NGO registration. Submit online through the e-Anudaan NGO account only; the official original notice says hard-copy applications are not considered. The public login page and original notices were accessible on 2026-10-27 04:40 IST, but authenticated application submission, live scheme selection, district availability and final approval were NOT tested. Keep review_required and DO NOT publish as a fully application-verified open call until these are confirmed.

Verified 2026-10-27 04:40 IST using both official MoSJE original PDFs and the public ministry LinkedIn profile. All existing Jobs, Grants_RFP_Tenders and Training_Events records were checked for the underlying DDAC/NAPDDR/e-Anudaan call, including expired and review-required entries. No matching prior opportunity ID found. Status review_required because authenticated scheme selection and current district acceptance remain untested.
